Let Our Compliance Experts Keep Your Business Safe

Compliance means adhering to the laws, regulations, and industry standards that apply to your business. This page covers Anti-Money Laundering (AML) requirements, Ultimate Beneficial Owner (UBO) registration, FATCA and CRS reporting, and Economic Substance Regulations (ESR). For VAT compliance, see our VAT Compliance Services. For Corporate Tax compliance, see our Corporate Tax services.

Creative Zone Tax & Accounting (CZTA) is an FTA Approved Agency based in Dubai, helping businesses across the UAE meet their AML, UBO, FATCA and CRS, and ESR related obligations.

Your Partner in Compliance

The aim of compliance is to ensure your business operates in a legal, ethical, and responsible manner. The financial services sector in the UAE is regulated by several bodies, including the Central Bank of the UAE, the Securities and Commodities Authority, and the Dubai Financial Services Authority.

Certain UAE companies are required to establish and maintain effective compliance programs, including policies and procedures, risk assessments, and employee training. These programs must be reviewed and updated regularly as the regulatory landscape changes. Non-compliance with UAE financial regulations can result in significant legal and reputational risk, including fines, penalties, and loss of business.

Importance of Compliance for New Businesses

Compliance is crucial for new businesses in the UAE for the following reasons:

Establish a Positive Reputation
Banks, investors, and clients check a company's regulatory standing before they commit. A business that registered on time and keeps its records current is straightforward to onboard; one with gaps in its AML or UBO position invites questions it cannot always answer quickly.
Avoid Potential Risks and Liabilities
Fines are the visible cost of non-compliance. The larger exposure is operational: frozen accounts, refused financing, and licence complications that stop a young business from trading while they are resolved.
Operate Ethically, Legally, and Responsibly
Compliance frameworks exist to keep illicit funds out of the economy. Meeting them is what allows a business to grow on its own merits, with policies, risk assessments, and staff training that hold up when a regulator asks to see them.

Our Compliance Services

Our bookkeeping solutions are designed to help businesses maintain accurate records while reducing administrative burden.

FATCA and CRS

FATCA (Foreign Account Tax Compliance Act) and CRS (Common Reporting Standard) are international frameworks implemented in the UAE through Ministry of Finance regulations, requiring certain UAE entities to report information about foreign account holders to promote tax transparency. CZTA manages FATCA and CRS reporting and registration for eligible entities.

AML (Anti-Money Laundering)

If your business is a Financial Institution, a DNFBP (Designated Non-Financial Business or Profession), or handles large cash transactions, you may need to register for AML compliance immediately after obtaining your trade license. UAE AML law was significantly updated in October 2025.

UBO (Ultimate Beneficial Owner)

The Ultimate Beneficial Owner (UBO) is the individual who ultimately owns or controls a company, directly or indirectly. Our UBO registration service helps you stay compliant, since non-compliance can lead to fines of AED 10,000 to AED 100,000 depending on the severity.

Economic Substance Regulations (ESR)

Standalone ESR notification and report filing is no longer required for financial years ending after 31 December 2022, following the latest ESR amendments. If your business had ESR obligations for financial years between 2019 and 2022, the FTA can still review that compliance for up to six years, so retaining supporting documentation from that period still matters. Going forward, substance expectations for free zone companies are now largely addressed through Corporate Tax and Qualifying Free Zone Person (QFZP) compliance rather than a standalone ESR filing.

How It Works

STEP 1

Obligation Assessment

We establish which frameworks actually apply to you โ€” AML, UBO, FATCA and CRS, or a historical ESR review โ€” based on your licence, activity, and ownership structure.

STEP 2

Document Collection

Trade licence, shareholder and ownership records, and identification for owners and nominee directors are gathered and checked for the inconsistencies that hold registrations up.

STEP 3

Registration and Filing

We complete the registrations and reports with the relevant authority and confirm each submission, so nothing is left sitting in a portal unacknowledged.

STEP 4

Ongoing Monitoring

Compliance is not a one-time filing. We keep your UBO register current as ownership changes and review your controls as the regulatory framework moves.

Frequently Asked Questions

What is AML compliance and who needs to register?

Anti-Money Laundering (AML) compliance requires certain UAE businesses, including Financial Institutions, DNFBPs such as jewelers and real estate agents, and businesses handling large cash transactions, to register with the relevant authority and maintain ongoing controls.

What are the penalties for non-compliance with AML regulations in the UAE?

Penalties range from administrative fines to suspension of the licence, and the framework was reset by the UAE's October 2025 AML law. Because the figures now in force differ from those published under the repealed law, we confirm the current exposure for your specific activity as part of the initial assessment rather than quoting a range here.

What is UBO and do I need to register?

UBO stands for Ultimate Beneficial Owner, the individual who ultimately owns or controls a company. Most UAE companies are required to complete UBO registration and maintain accurate ownership information, since non-compliance can result in fines of AED 10,000 to AED 100,000.

What is FATCA and CRS reporting?

FATCA (Foreign Account Tax Compliance Act) and CRS (Common Reporting Standard) are international frameworks that require certain UAE entities to report information about foreign account holders, to promote tax transparency.

How much do compliance services cost?

Compliance service costs depend on your business type and which registrations apply, such as AML, UBO, FATCA and CRS, or historical ESR review. Book a free consultation for a scope and quote based on your specific obligations.

Does my free zone company need AML or UBO compliance?

Free zone companies can still be subject to AML and UBO requirements depending on their activity and structure. It is worth a direct assessment of your specific free zone and business activity.

Which industries face stricter AML requirements in the UAE?

Certain Designated Non-Financial Businesses and Professions (DNFBPs), such as jewelers, real estate agents, and dealers in precious metals and stones, face specific AML requirements due to higher money laundering risk.

Do virtual asset or crypto companies need AML compliance in the UAE?

Yes. AML regulations for VASPs apply specifically to Virtual Asset Service Providers in the UAE, due to the higher money laundering and terrorist financing risk associated with virtual assets.

Do I need to renew my AML or UBO registration?

AML compliance requires ongoing monitoring rather than a one time filing, and UBO registers must be updated whenever ownership or control changes.

What documents are needed to register for AML or UBO compliance?

Typical documents include your trade license, ownership and shareholder records, and identification details for owners and any nominee directors. Exact requirements depend on which framework applies to your business.

Does compliance affect my banking relationships in the UAE?

Yes. UAE banks conduct their own AML and KYC due diligence on business customers, and gaps in your AML, UBO, or reporting compliance can affect account opening, ongoing banking relationships, and access to financing.

Do I still need to worry about Economic Substance Regulations (ESR)?

Standalone ESR filing ended for financial years after 31 December 2022. If your business had ESR obligations for 2019 through 2022, the FTA can still review that compliance for up to six years, so retaining documentation from that period is still important. Substance expectations going forward are now mostly addressed through Corporate Tax and QFZP compliance.

Is this the same as VAT or Corporate Tax compliance?

No. This page covers AML, UBO, FATCA and CRS, and Economic Substance Regulations specifically. VAT compliance and Corporate Tax compliance are covered separately, as noted above.
